This paper will seek to answer the complex questions of punishment that was part of the Treaty of Versailles and the Congress of Vienna. By comparing these treaties in their manner of law, we can understand how they were part of a system that would place limitations on the defeated enemy. In this manner, we can also understand what is meant by a "total war" by using World War I as an example.
