This paper examines the history of housing in Hong Kong from 1860 to 1960. It focuses on the fact that Hong Kong has always confronted a limited amount of land and land shortages. This resulted in very poor conditions and, most recently, heavy government involvement despite the colonies emphasis on free enterprise and limiting government intervention in the economy.
