This paper is a discussion of current Federal legislation in the United States to regulate doctors' fees and the impacts of this policy upon medical practitioners and their patients. The specific issue of equity in quantifying the value of various medical services is examined, as well as the problems associated with rising medical indemnity insurance affecting the health care industry.
